Start by quoting a newspaper headline about a huge crime and what outrage it evoked among the populace.
Then zoom in to a fbi agent who is reading the article and discussing it with his colleagues and boss and is assigned the task of finding the culprit.
He goes to where the crime took place and asks questions to witnesses.
He gathers evidence and makes calls to find out about similar crimes in the area.
From an anonymous caller he learns where the criminal is hiding.
A raid is organized with the local police and the criminal is apprehended.
The next day his boss is reading the story in the newspaper. The End.
